Vigorous debate in the Senate Health and Welfare Committee and before the full upper chamber has sharpened the focus of a bill that would enable medical marijuana to be prescribed in Louisiana.

That’s how sponsor Sen. Fred Mills, R-Parks, sees things. Mills next will take Senate Bill 143 to the House Health and Welfare Committee, perhaps in a week. It’s a committee on which he served while a House member, and Mills expects to get a full and fair hearing for his legislation there.

Hawaii Medical marijuana dispensary law will face challenges

If a bill that sets up a medical marijuana dispensary system in Hawaii becomes law, the state’s Department of Health will have about a year to come up with administrative rules. Currently, the bill sits on Gov. David Ige’s desk after being passed by members of the state House and Senate earlier this week.

Under the proposed law, eight medical marijuana dispensary licenses will be issued; three on Oahu, two each on the Big Island and Maui County, and one on Kauai. Under the proposed program, each licensee can have two retail locations, for a total of 16 statewide.

The crowd of about 5 000 was led by Johannes Berkhout, a champion of the benefits of smoking marijuana, and Jeremy Acton, president of the Dagga Party.

The protesters sang, chanted and waved Rastafarian flags as they called for the right to light up a joint.

They gathered at the corner of Keizersgracht and Tenant Street, marched down Darling Street into Long Street and back down through the Company’s Garden to their original meeting point.

Ohio Legislators look to make push to legalize marijuana difficult

Supporters of three proposals to put legal marijuana in the Ohio Constitution are pushing for a spot on the fall ballot. But there is growing talk of a move by the General Assembly to undercut full legalization.

Sources say legislators want to create a more restrictive alternative to legalizing marijuana in Ohio than what is being proposed by private, for-profit groups as a way to undermine those approaches.

One option is passage of House Bill 33 — a proposal that would legalize cannabis-derived medicines for those with seizure disorders — either in its present form or by slightly expanding it.

City of Victoria drafting new marijuana bylaws

VICTORIA – Victoria has become the latest British Columbia city to draft new bylaws for medical marijuana dispensaries, as Vancouver considers a plan to regulate illegal pot shops.

City council in the province’s capital voted Thursday to ask staff to draft business licensing and zoning regulations, which could impose fees and new rules on security, record keeping and selling to minors.

Mayor Lisa Helps said she thought it was a “good sign” when Victoria Police Insp. Scott McGregor told council at the meeting that the department doesn’t object to regulation.

Jamaica: Opposition Raises Questions About Ganja Law

Opposition senator Robert Montague has asked the Justice Minister to indicate what measures have been put in place to protect Jamaicans under the new ganja law.

In questions tabled in the Senate this morning, Senator Montague sought answers to how the police will verify that a substance found in the possession of an individual is in fact ganja.

He also wants to know what recourse is available to someone who is wrongfully ticketed for breaching the ganja law.

Senator Montague says the Justice Minister must indicate how the Police will objectively establish that someone is in possession of the allowable two ounces or less of ganja.
