BROCKTON — The state’s second medical marijuana dispensary opened Friday morning, receiving what its president described as brisk but orderly business.

“Overall, our patients are very happy today,” said David B. Noble, president of In Good Health, which was granted a 90-day waiver on Wednesday that allows it to sell marijuana that has not been fully tested for pesticides and other contaminants.

An amendment legalizing medical marijuana in Florida fell just short in 2014 and supporters are making a push for 2016, but a new group is pushing a recreational marijuana amendment.

The future of marijuana in Florida is shaping up to be a burning question in 2016. A medical marijuana initiative barely failed just last year, and now a new group is pushing a ballot amendment that would further expand access.

Shannon Stallings is the legal adviser for pro-pot group Floridians for Freedom.

"Ours focuses on responsible adult use," Stallings said.

The group plans to start circulating petitions for an amendment that would legalize marijuana for recreational use for those 21 and older.

Undercover police officers arrested a man after he had almost 5 pounds of marijuana delivered to a local business.

Police said they had been investigating James Lobasco for having marijuana shipped to him in the past.

Officers said they observed Lobasco and his girlfriend parked outside a business at 1215 Ninth Ave. N. on Wednesday.

Officers saw a U.S. Mail truck pull into the business and drop off a box. When the mail truck left, police said the suspect’s girlfriend entered the business and picked up the package.

Police said they detained Lobasco and his girlfriend while a K-9 unit arrived.

After the K-9 indicated there was narcotics inside the package, police said Lobasco consented for a search of the package.

The Denver Elections Department on Thursday certified the Nov. 3 city/county tally, however missing will be a hot-button voter initiative that would have expanded the city’s cannabis usage rules to permit toking up at some bars and other businesses.

As The Denver Post reported late Wednesday, sponsors of that initiative chose to withdraw it. Instead they will deal with city and business leaders to negotiate a compromise step, reserving the right to launch a brand-new ballot initiative next year if they’re not pleased with the outcome.

Massachusetts is moving forward, step-by-precarious-step toward a ballot initiativenext year that would legalize marijuana for recreational use. In the meantime, the state’s regulators are struggling, as they are in other states, to create a regulatory infrastructure that actually works and protects patients on the medical side. They are also creating repeated delays in the name of formulating such regulations.
