Ohio Attorney General studying possible medical marijuana plan

Ohio Attorney General Mike DeWine is studying the plausibility of a tightly crafted medical marijuana proposal.

DeWine says it's logical as the state debates whether to legalize marijuana to explore what the alternatives are.

DeWine, a Republican who opposes legalizing recreational marijuana, says he's talked to many people around Ohio in favor of medical marijuana if they could be assured it wouldn't be abused.

DeWine said it's worth studying what is happening in other states when it comes to medical marijuana. He stopped short of saying the goal would be to undercut the widespread legalization of the drug in Ohio or what form a proposal might take.

Marijuana Decriminalization Bill Moves Forward At Illinois State Level

The Illinois legislature is moving forward with a much-anticipated bill to decriminalize the possession of small amounts of marijuana, but it still has a few steps to clear before arriving on the governor's desk.

The bill cleared the House last month, and the Senate voted 37-19 to approve the legislation Tuesday afternoon. But Sen Michael Noland, D-Elgin, one of the bill's sponsors, say they're still tweaking the language of it.

The possession of a small amount of pot—up to 15 grams, or about 25 joints—would go from a crime with a $2,500 fine and the potential for a year in jail to a penalty similar to a traffic ticket. That means offenders would face no court time and be fined closer to $125.

Some undercover sting operations were conducted at Washington recreational marijuana stores recently, and some of the results were very disappointing. Whereas the stings in Colorado yielded no failures, Washington had four failures. That’s unacceptable. I always hate posting articles like this because I should be highlighting our victories, and not highlighting examples that will no doubt be used by marijuana opponents like Kevin Sabet.

Watch: Marijuana Foes, Friends Agree on Need for Research

House appropriators have a bipartisan curiosity about pot.

Lawmakers added a provision to the fiscal year 2016 Commerce-Justice-Science spending bill that would direct the Drug Enforcement Administration to research how well medical marijuana works.

Outspoken House members from both sides of the medical marijuana debate back the effort because both sides expect the science to support their position.

Rep. Andy Harris, R-Md., a physician and House Appropriations Committee member who last year said, “This is not a medicine,” in a floor debate, worked to include the provision in the bill. The language became part of the $51.4 billion C-J-S bill in an 11-page manager’s amendment on Wednesday.

Legislators renew push to legalize industrial hemp growing

(Harrisburg) -- While state lawmakers consider legalizing marijuana for medical use, some are urging the commonwealth at least allow one type of the crop for commercial use.

Advocates view industrial hemp as a win-win.

Let's first be clear: industrial hemp is like marijuana, but can't really be smoked.

Instead the plant is used in clothes, cars, and paper, among many other goods.

Bills in both the state Senate and House would legalize commercial harvesting of the crop and legislators used a recent hearing to build a case for it.

Jonathan Miller with Kentucky's Hemp Industry Council was once was a lawmaker who thought it would be easy to vote against something associated with marijuana.

But, he says he did his research, and it paid off.

Serious Concern for Nevada Cannabis Cultivators

Nevada’s medical marijuana law prevents the outdoor growth of marijuana due to security concerns.  The law – which mandates that cannabis plants must not be visible to the general public for security reasons – is also creating an extra headache and increasing the bottom line for the state’s growers.  The ever-present desert sun is now an option off the table.

A single 100,000 square foot facility can require up to 5 megawatts of electricity to fuel its growing operations for a year – or enough electricity to power 1,000 homes.  That is also about 5% of the entire capacity of a state-based substation.  Even covering an entire warehouse roof with solar cells is not enough to offset the energy drain created by such facilities.
