The Delaware State Police arrested a Magnolia man on Thursday morning accused of growing 12 marijuana plants in a house on Covenant Lane.

The state police and the U.S. Drug Enforcement Agency’s Office of Diversion Control found a “sophisticated growing operation” in the residence after securing a search warrant. Cannabis growing lights and ventilation were found in two rooms along with 8.4 pounds of marijuana, according to the state police.

On Thursday, Delaware's governor signed a bill into law that decriminalizes the possession of up to one ounce of marijuana. That brings the number of states that have decriminalized small amounts of the drug to 20, according to the Huffington Post. 

Under the new law, marijuana sales are still prohibited, but possession is no longer considered a crime that warrants the intervention of the criminal justice system. Instead, being caught with marijuana is akin to committing a traffic violation, prompting a civil fine of $100.

Delaware is joining a slew of other states that are loosening up a bit on the private use of marijuana, with legislators in the Senate giving final approval to a measure that decriminalizes the possession and private use of up to an ounce of the drug. Gov. Jack Markell signed it into law almost immediately.

The bill allows residents to have up to an ounce of marijuana and to use it privately without getting into trouble with the law, reports The News Journal, though police are authorized to confiscate marijuana.

The Delaware Senate Judiciary Committee approved a bill 4-2 on Wednesday that would remove criminal penalties and potential jail time for simple adult marijuana possession and replace them with a civil fine similar to a traffic ticket. The measure will now be considered by the full Senate.

HB 39, introduced by Rep. Helene Keeley (D-Wilmington South) in the House and sponsored by Judiciary Committee Chair Margaret Rose Henry (D-Wilimington East) in the Senate, would make possession of up to one ounce of marijuana by an adult a civil violation punishable by a $100 fine with no possibility of jail. Under current Delaware law, possession of up to one ounce of marijuana is a misdemeanor punishable by up to a $575 fine and up to three months in jail.

With New York State beginning to accept applications for medical marijuana providers last week, criticism of the hyper-strict program negotiated by Gov. Andrew Cuomo has been plentiful. Hinged on concerns about arbitrary regulations and insufficient patient access, advocates for medical marijuana access worry the program will be too small and restrictive to be effective.
