California looks to bring law and order to decades-old medical marijuana market

Nearly 20 years after voters approved the medical use of marijuana in California, the state’s cannabis trade is a wild west of legitimate enterprises, outlaws and erratic enforcement, caused in large part by a patchwork of inconsistent laws covering the $2bn-a-year industry.

Legislators are seeking to bring law and order to the business. Three bills – two in the state assembly and one in the senate – are competing to create a framework that would codify how medical marijuana is grown and sold in California, including whether local municipalities or the state itself would have ultimate control and what environmental and health measures should be addressed.

Vancouver marijuana dispensaries vary on rules for who can buy pot

VANCOUVER - Don Briere stands behind the counter at Weeds Glass and Gifts in downtown Vancouver, surrounded by shelves of multicoloured pipes and clear boxes overflowing with fragrant B.C. bud.

The affable 63-year-old owns 10 stores, making him the owner of the city's largest marijuana business chain, even though selling pot over the counter remains illegal in Canada.

When asked how a customer would buy cannabis, Briere says all one needs is photo ID and proof of a medical condition that might be alleviated by pot — for example, a prescription for pain medication or a bottle of antidepressants.

"We're making it easy for people to get ahold of a real medication that is natural and safe for you," he says proudly. "Every day we sign people up. Every day."

"Legalize It" was said on Saturday from 12,000 voices. At the 8th marijuana march, hemp friends gathered at the center of Vienna. With this as a figurehead, the Bavarian Kiff icon Hans Söllner, the mood was a concert made before hiking.

White smoke over the ring: Some hemp marchers "demonstrated" the legislator too obvious. Over 50 attendees were after the Narcotic Substances Act.

Part of the global march committed to Cannabis for releiving patients pain. It is an alternative to morphine, so the argument goes. Others want may consume marijuana as legal stimulants. As in recent years, Saturday again attracted thousands for the legalization of cannabis on the street.

Protesters in NYC Call for Legal Marijuana in New York

Hundreds of demonstrators rallied in New York City's Union Square on Saturday to call for the legalization of marijuana in New York State.

NYC Cannabis Parade organizer Troy Smit told NBC News the annual event, first held in 2012, aims to "end the war on drugs, release the medicine, free the prisoners, heal the sick, and unite the nations."

Colorado, Washington, and Alaska have already legalized the recreational use of marijuana. In February a law went into effect in Washington, D.C., that made carrying small amounts of pot legal. Oregon voters passed a law legalizing pot that is set to take effect July 1.

Pot-sniffing dogs out of a job as marijuana becomes legal in Oregon

MEDFORD, Ore. — Narc and Cody are finding out there's truth to the adage "you can't teach an old dog new tricks."

The two drug-sniffing canines that work for Medford police could face early retirement because they are too good at detecting marijuana, which will become legal July 1.

"It's kind of sad," Deputy Chief Brett Johnson said. "Nobody wants to see a dog lose its job."

The issue arises because drug-sniffing dogs are often used to provide leads - probable cause - that can allow police to search people or property for drugs. If a suspect were carrying marijuana and heroin and a dog trained to smell both indicated the presence of a drug, any arrest could be invalidated, because the dog may have been smelling legal marijuana.

Denver's growing marijuana presence keeps PD on their toes

DENVER -- When 8 News NOW tagged along with Nevada lawmakers on a fact-finding trip to explore Colorado's regulated marijuana industry, the blossoming economy for both recreational and medicinal weed wasn't the only thing that stood out.

So, too, were the problems emerging in Denver, the Mile High City that is home to 200 marijuana dispensaries. Those outlets create quite the opportunity for criminals.

"The Denver police will tell you that really, any high cash business is often times a target for crime,” said Ashley Kilroy, Denver's executive director for marijuana policy.

Experts: Effort to set blood standard for marijuana-impaired driving not backed by science

AUGUSTA — An effort before the Legislature to set a blood limit standard for marijuana-impaired drivers was criticized by pot advocates on Thursday who said science doesn’t support it.

Marijuana-impaired driving was a main focus of this year’s Maine Impaired Driving Summit, run by the Maine Bureau of Highway Safety and AAA at the Augusta Civic Center. Medical marijuana is legal in Maine, and in 2016 voters could be asked to decide on dueling proposals to legalize recreational marijuana, which only Colorado, Washington and Alaska have done so far.
