Right now, Hawaii Department of Health rules ban growing marijuana in greenhouses or outdoors.
Some lawmakers and advocates say some Hawaii residents may have been deterred from applying because it would have been so expensive to grow indoors. They question whether the health department should reopen the dispensary application process entirely if rules are changed.
